MEMORANDUM OF AGREEMENT ON THE ESTABLISHMENT OF ACADEMIC COOPERATION BETWEEN
CALIFORNIA STATE UNIVERSITY, NORTHRIDGE AND GUANGZHOU NORMAL UNIVERSITY
This agreement is made between California State University, Northridge,
U.S.A. and Guangzhou Normal University, P.R.C.
Whereas Guangzhou Normal University (GNU), is a comprehensive University which
serves as a Training Center for School Teachers and Administrators and whereas
California State University, Northridge (CSUN), is a comprehensive
multidisciplinary University which has similar teacher training programs, both
institutions pledge to cooperate in this area.
The two parties to this agreement wish to establish inter-institutional
cooperation and interaction, scholarly and cultural exchanges, as well as
promote mutual understanding and respect among citizens of China and the United
States of America. The academic cooperation between the two Universities may
include the following:

A. The two institutions will cooperate in scientific research and scholarly
academic exchange.: The content and method of cooperation will be determined
after pertinent discussion among university authorities and scholars. The two
institutions may exchange lists of current projects and determine specific areas
for collaboration or new cooperative projects, after discussions among
interested scholars. In order to initiate academic exchange, the two
institutions may, according to needs and feasibility, invite scholars and
professors to participate in academic conferences, and may jointly sponsor
conferences for exchanging research results.
B. Both parties will assist each other in collecting and purchasing books and
other literature. They will exchange publications, periodicals and reference
materials of mutual interest. They will also exchange catalogs and assist each
other in obtaining copies of requested materials. In addition, the two
institutions may also exchange publications of their respective faculty members
and provide materials for consideration of joint publication. As an expression
of good will, CSUN will forward a collection of faculty publications to GNU and
GNU will forward publications to CSUN.
C . The two institutions will consider employing scholars from the
other institution on a part-time basis in any area of study or teaching. CSUN
may employ GNU scholars to work in appropriate areas. If scholars working at or
sponsored by/through CSUN or GNU wish to study at the reciprocating institution,
each institution will offer assistance in locating suitable housing aid in
exploring teaching opportunities.
D. The two institutions will seek means to exchange faculty. Details relative
to implementation of this exchange will be developed by mutual consent. 'ne
receiving institution shall retain the right of selection, according to its own
policies.
E. Both institutions will attempt to locate sources of financial assistance
for scholars and faculty to participate in an institutional exchange.
F. The two institutions will consider the admission of students from each
other on a one-for-one exchange basis. This exchange involves the waiver of
foreign/out of state tuition for each student at the host campus. Each student
is expected to pay appropriate fees of the home institution. Upon completion of
their studies, if these students wish to pursue more advanced degrees, both
parties agree to advise and assist them in this pursuit. Such considerations
will be governed by the following principles:
1 . All student applicants must satisfy admission requirements of the
accepting institution, which include English or Chinese proficiency
requirements.
2 . AU students must meet the accepting institution's academic standards.
Failure
to maintain these standards may result in termination of study.
G . Each institution will form a committee to select its respective
participants for this
program. The committee at CSUN will consist of the Associate Vice President
of
International Programs as Chairman with his/her four or five nominees, and
the committee at GNU will consist of the President as Chairman with his/her four
or five nominees.
H . Each institution will invite authorized officials from the other
university to visit for the purpose of studying the educational system, to
further develop the cooperative procedures, and to expand the areas of
cooperation.
I. The agreement between the institutions may be terminated at the request of
either institution, provided that written request is made at least twelve months
prior to the five year termination date. The agreement is renewable after five
years upon mutual consent of the parties.
J. Each university holds two signed copies of the agreement.

Corporation and California State University, Northridge for the Planning of the
Sino-American Professional Development Academy
With the development of reform and the national policy for openness, more and
more administrative personnel who have professional knowledge and competence are
needed for the continued development of China. The present capacity of higher
education cannot meet the need for talented persons to facilitate
modernizations. For this reason, the Chinese government has promulgated
regulations for educational partnerships with foreign institutions to encourage
vocational, technical, and management education.

In order to advance China's educational undertakings and to increase
international exchange and cooperation, Nanjing Hua Yang Technology & Trade
Corporation and California State University, Northridge have reached a
Memorandum of Understanding for the development of a Sino-American Professional
Development Academy.
A. The Sino-American Professional Development Academy will conduct programs
in vocational, technical, and management education. The Academy will be managed
locally by Nanjing Hua Yang Technology & Trade Corporation. California State
University, Northridge is committed to collaborating, consulting, and supporting
this effort.
B. The formal agreement for the founding of the Sino-American Professional
Development Academy, which will be developed by both institutions, will
incorporate the following:
1. A plan for the future growth of the Academy to a capacity of 2,000
faculty, staff, and students within ten years.
2. A commitment by each partner to the highest levels of excellence and
reputation.
3. A financial and budget plan based on the principle of mutual benefit.
4. A plan for student and faculty exchanges, delegation visitations, and
collaborative research activities.
5. A plan for the development of an official certificate honoring
participants in the program.
6. A mechanism for academic planning with regard to curriculum, teaching,
enrollment, and accountability.
7. An Advisory Board made up of representatives from Nanjing Hua Yang
Technology & Trade Corporation, California State University, Northridge, and
members drawn from local corporate environments served by the graduates of the
program will be appointed within one @year of the date of this memorandum. The
function of the Advisory Board will be to help guide the planning for the future
of the SinoAmerican Professional Development Academy.
It is understood by Nanjing Hua Yang Technology & Trade Corporation and
California State University, Northridge that the formal agreement will be
modified from time to time based on our partnership experiences.

At the mv@n of- the Chmm State Education Comm=on, Dr. Blenda J. Wilson
President of California Swe University, Northridge, and her delegation visited
Xi'an Physical Education Institute on 0 24, 1996. In order to establish friendly
relationships, develop long-term cooperation, the two parties dismissed the
following areas of concern and reached a Memorandum of Understanding. The two parties
will send delegations and v@g scholars to each other's campus
for the purpose of academic exchange.
